Kerala's chief minister rejects governor's edits to policy address, citing constitutional precedent and full Cabinet approval.
A constitutional dispute has emerged in Kerala between Chief Minister Pinarayi Vijayan and Governor Rajendra V. Arlekar over the official recording of the January 20, 2026, policy address.
Vijayan stated the Governor’s requests to include his edited version do not require consideration, asserting that under Article 176, the address must reflect the Cabinet-approved text and that the Governor’s role is ceremonial.
He emphasized no precedent exists for unilateral editing, citing past instances where Governors read abbreviated versions but the full approved text remained official.
The Speaker supported the government’s position, affirming that constitutional norms, precedents, and Supreme Court rulings uphold recording the complete Cabinet-approved address.
