The original case, filed in December by Richard Tsai and over 30 plaintiffs, was transferred from Franklin County and includes claims tied to the deaths of seven individuals.
Local government defendants were dismissed.
Washam and Judge Megan Bickerton recused themselves from the earlier case, which was reassigned to retired Cuyahoga County Judge Richard J. McMonagle, who is also reviewing the matter privately.
