The US Commerce Department is expected to make a preliminary decision on whether to impose anti-subsidy duties on solar panels and cells from India, Indonesia, and Laos in response to a petition from the Alliance for American Solar Manufacturing and Trade. The group, which includes Hanwha Qcells and First Solar, claims foreign producers received unfair government support and are undercutting US manufacturers, in part because Chinese firms are shifting production to avoid existing tariffs. A separate ruling on alleged dumping (selling below fair value) is expected next month, with final decisions coming later this year. This follows previous tariffs on solar imports from Southeast Asian countries including Malaysia, Cambodia, Vietnam, and Thailand.
