U.S. envoy urges Portugal to adopt F-35s, increase defense spending, and reconsider China ties amid growing strategic alignment.

Ambassador John Arrigo has urged Portugal to replace its F-16 jets with the F-35, citing improved NATO interoperability and modern defense capabilities, while encouraging the country to boost defense spending to NATO’s 2035 target of 5% of GDP.
He noted over 900 F-35s are in service or ordered across Europe, with a quarter built using European parts.
Portugal has not yet begun selecting a new fighter jet.
On China, Arrigo said the U.S. supports “de-risking” through cybersecurity and investment screening, not a choice between powers, and suggested stronger U.S.-Portugal ties if Lisbon exits the Belt and Road Initiative, amid significant Chinese investments in Portuguese energy, banking, and utilities since the 2011–2014 bailout.
