Councillor Brian Montague is pushing to create a VPD training academy at the vacant London Drugs space in Vancouver’s Downtown Eastside to address staffing shortages and rising overtime costs, which increased from $26 million in 2022 to $39 million by 2025.
The proposed academy would supplement the existing Justice Institute of British Columbia program, boosting training capacity and reducing reliance on external facilities.
The 27,000-square-foot site, part of the 2010 Woodward’s redevelopment, has remained largely vacant due to safety concerns and high operating costs, with Downtown Eastside vacancy rates three times the citywide average.
