A former Bolton official sentenced in 2025 stole nearly £900,000 from vulnerable claimants, including the dead, and used it for luxury purchases.
Richard Shaw, a former Bolton Council appointee officer, was sentenced to four years and eight months in prison for stealing nearly £900,000 from vulnerable benefit claimants, including deceased individuals, between 2015 and 2023.
He transferred funds into over 50 accounts he controlled, using the money for luxury items like two BMWs, a holiday home, jewellery, and payments to women.
The fraud was uncovered in 2023 after a routine review triggered a police investigation, revealing stolen bank cards, financial documents, and lists of deceased clients in his possession.
Shaw, who had been suspended in February 2023 and dismissed in March 2024, pleaded guilty to fraud by abuse of position at Bolton Crown Court in December 2025.
The case exposed serious flaws in oversight of public funds meant to support vulnerable citizens.
