The decision allows Fingal County Council to proceed with demolishing her buildings to develop the “Swords Cultural Quarter,” including a library, theatre, arts centre, and civic space, aimed at preserving the historic site and boosting tourism.
Heavey, a barrister who argued her family’s long-standing ties and a rejected 2005 planning application granted development rights, was criticized for making baseless allegations against officials despite prior warnings.
The council has already acquired other nearby properties voluntarily.
