The agents, wearing police-style vests but not identifying themselves, transported the suspect and damaged vehicle to a police station without notifying local authorities.
Community members and a parent of the suspect documented the incident, which occurred near the county probation office and prompted a temporary safety hold at a nearby high school.
The Santa Barbara Police Department said it was not informed of the federal operation.
ICE has not commented.
