China’s UN envoy Fu Cong stated on February 20, 2026, that Japan is “totally unqualified” for a permanent UN Security Council seat, citing its inadequate reckoning with wartime aggression, actions undermining the postwar order, and interference in other nations’ sovereignty.
Speaking during UN reform talks, Fu argued the Council should not become a major-power club, must expand representation for developing and small states—especially African nations to address historical inequities—and should be guided by long-term vision over current geopolitics.
Japan has not publicly responded.
