The West Virginia House Finance Committee approved HB 4027, the fiscal year 2027 general revenue budget, setting it at $5.463 billion—slightly below the governor’s proposal but higher than the Senate’s version.
The budget includes a $30.5 million unappropriated cushion, restores higher education funding, and provides a 3% pay raise for public employees, including teachers and State Police.
It allocates $150 million to roads and $30 million to water and sewer projects from surplus funds.
