A Tucson Air Force staff sergeant and his husband were indicted for stealing over $11 million in government funds, using them to buy luxury items, and diverting resources from military missions.
A Tucson Air Force staff sergeant, Richard Stefon Ramroop, and his spouse, Manuel George Madrid, have been indicted on 12 federal charges, including conspiracy to steal government property, wire fraud, and money laundering, for allegedly diverting over $11 million in taxpayer funds from 2022 to 2025.
Ramroop, who worked at Davis-Monthan Air Force Base, used his position to purchase medical devices with government money, then resold them with Madrid’s help.
The illicit funds were used to buy a $1 million home, a 2024 Porsche Cayenne, and a 2024 BMW i7, all seized in January 2026.
The Department of Justice says the scheme cost the government more than $3 million and undermined military missions.
If convicted, they face decades in prison and substantial fines.
