Judge Roslyn Silver ruled the state repeatedly violated inmates’ constitutional rights due to inadequate care, leading to preventable suffering and deaths, and found that Arizona had failed to make meaningful improvements despite court orders and a 2014 settlement.
The move, prompted by ongoing grave threats to inmate well-being, comes after nearly 14 years of litigation and $2.5 million in contempt fines.
Both the state and prisoner advocates have 60 days to submit candidates for the oversight role.
The receivership does not apply to inmates in private prisons.
