The review, prompted by a July 2025 collision near City Hall, found such a ban may raise the risk of "right hook" crashes with cyclists, increase driver aggression, and cause vehicle queuing.
It also notes potential non-compliance at low-traffic intersections and heightened dangers when drivers yield to pedestrians and cyclists at crosswalks.
The findings are set for presentation to the public works and infrastructure committee.
