Mother Deirdre Shakespeare demands reform of Northern Ireland’s school restraint laws after her autistic son was traumatized by being locked in a cupboard without consent in 2024.
Deirdre Shakespeare, mother of nonverbal autistic boy Harry, urged Northern Ireland’s Stormont Education Committee to reform laws allowing physical restraint in schools, citing her son’s ongoing trauma after being restrained and locked in a cupboard without her consent in 2024.
The Public Services Ombudsman found the restraint unnecessary and harmful.
Shakespeare, backed by the Children’s Commissioner and legal advocates, called for repeal of the “good order” force law and passage of “Harry’s Law,” requiring schools to report all restraints and seclusions.
She described such practices as routine, not emergency-based, and emphasized the need for a rights-based framework protecting vulnerable students and staff.
Despite prior promises to align policies with human rights, the outdated legal authority remains, and the committee urged renewed government engagement.
