Minnesota and federal authorities are investigating allegations that ICE agents severely injured Alberto Castañeda Mondragón, a Mexican citizen, during an arrest in a St. Paul parking lot on January 8, 2026, leaving him with eight skull fractures and brain hemorrhaging.
Castañeda claims agents beat him with a baton and attacked him immediately after pulling him from a vehicle, while ICE says he injured himself fleeing handcuffed and hitting a concrete wall.
Medical experts dispute ICE’s account, stating such a fall could not explain his injuries.
Surveillance footage, crucial to the case, was largely overwritten after 30 days, and investigators from the St. Paul Police Department and FBI have faced challenges accessing evidence.
