Texas launches seat belt campaign targeting teens, offering $5,000 prize to encourage safe driving.
The Texas Department of Transportation and the UIL launched the "Saved by the Belt" campaign, urging teens at over 1,500 high schools to pledge to wear seat belts in every vehicle ride.
