A 44-year-old Kansas City man, Willingham, faces second-degree murder and other charges in connection with a Feb. 11 fatal shooting at an apartment complex.
Police found the victim outside the building, who later died in the hospital.
A shell casing from Willingham’s apartment matched those at the scene, and surveillance showed him pursuing and firing at the victim.
He turned himself in the next day, telling investigators he was under the influence of PCP and had no memory of the incident.
He is being held on a $150,000 cash-only bond.
