His decision follows his resignation in December 2025 after 20 caucus members expressed loss of confidence and the party board declared him professionally incapacitated.
Rustad emphasized supporting a cohesive transition and backing the next leader, with the leadership vote set for May 30.
Candidates must secure 250 member signatures and pay a $115,000 fee to qualify.
