The U.S. Department of Education’s Office for Civil Rights has launched an investigation into Louisiana’s Board of Regents, alleging that race-based performance goals in its higher education budget may violate Title VI of the Civil Rights Act by favoring certain racial groups.
The probe focuses on targets to increase graduation rates for students identified as underrepresented minorities—excluding white and Asian students—aimed at boosting their numbers from 14,579 in 2020–21 to 16,000 by 2025–26.
