Ireland’s planning appeals board has blocked a €100 million expansion of Dublin’s Rotunda Hospital, rejecting plans for a four-storey critical care wing that would have added 80 beds and a new operating theatre.
The decision, reversing Dublin City Council’s approval, cited significant harm to the historic character of Parnell Square, a Georgian conservation area.
The board found the development would damage architectural integrity, alter protected views, and irreversibly impact the heritage site, especially given the government’s plan to relocate the hospital to Connolly Hospital in Blanchardstown.
Despite acknowledging the need for improved maternity and neonatal care, the commission concluded the project’s impact on heritage outweighed its public benefit.
