The dismissal followed a probation program allowing charges to be erased, with the judge citing non-malicious conduct.
Surveillance footage showed officers mocking Cox, questioning his injuries, and dragging him through the station.
Two other officers had previously pleaded guilty to misdemeanor reckless endangerment and received no jail time.
Prosecutors and Cox’s legal team did not object.
The case prompted a statewide seat belt law for prisoners and a $45 million civil settlement.
The city fired four officers, though one was reinstated after appeal.
