Though no removal notices have been issued, the process would move flagged individuals to an inactive list, requiring ID verification and leading to removal after four years if not reactivated.
The state says the agreement aligns with existing law, but critics warn it undermines election sovereignty.
Similar deals exist in at least 11 other states, though some, like Colorado, have rejected such requests.
