The government claims Keel misled authorities during a forensic audit, leading to an OPP referral, while Keel denies wrongdoing, says it cooperated fully, and received a clean audit for its Skills Development Fund project.
Keel alleges senior political staff, including Premier Doug Ford’s chief of staff, pressured it for favours in exchange for a contract renewal, citing unqualified audit staff and lack of communication.
The dispute stems from broader scrutiny of the Skills Development Fund, which the auditor general found may have involved political favouritism, though Keel was not named.
The company says it continued providing peer mental health training to institutions like Women’s College Hospital after its contract expired.
