Washington, D.C. Attorney General Brian Schwalb has filed a RICO lawsuit against Ali “Sam” Razjooyan, Eimon “Ray” Razjooyan, and Houri Razjooyan, alleging they ran a fraudulent real estate operation involving over 70 rent-controlled properties.
The family is accused of using shell companies and false renovation promises to secure loans and subsidies while allowing buildings to deteriorate, exposing tenants to unsafe conditions.
The case, the first use of RICO in a D.C. housing enforcement action, aims to dismantle the entire operation and address systemic exploitation of low-income renters.
