Ghana begins licensing low-THC cannabis for medicine, industry, not recreation.
Ghana's Narcotics Control Commission (NACOC) announced on February 11, 2026, that it will begin issuing licenses for the cultivation of low-THC cannabis (0.3% or less) for medicinal and industrial purposes, following parliamentary approval of a regulatory and cost framework.
Licenses will be granted only to qualified entities meeting strict security, traceability, and compliance standards.
Recreational use remains illegal, and applicants must apply directly through NACOC’s Cannabis Regulations Department, avoiding third parties.
The initiative aims to support lawful innovation, industrial growth, and public safety, with oversight from key government agencies.
