Los Angeles Mayor Karen Bass signed an executive directive on February 10, 2026, banning Immigration and Customs Enforcement (ICE) agents from conducting operations on city-owned or controlled property, citing threats to public safety and community trust.
The policy requires the LAPD to preserve evidence from immigration activities, directs the Planning Department to draft an ordinance imposing fees on private property owners who allow federal agents on their land, and urges the Police Commission to enforce a state law banning masked raids.
Bass called masked raids "outrageous" and a violation of transparency, while the Department of Homeland Security and ICE did not respond to requests for comment.
The move escalates tensions between the city and federal immigration authorities.
