The incident involved his vessel, the Hong Kong-registered NewNew Polar Bear, which Finnish investigators say severed the Balticconnector pipeline and damaged multiple cables after dragging its anchor.
A broken anchor recovered from the seabed matched the ship’s missing anchor, and the vessel had failed to report daily to its operator.
The case, set for a May 5 hearing with up to 18 witnesses, is being heard in Hong Kong due to the ship’s registration.
Finnish and Estonian authorities have sought cooperation from Hong Kong with no response, and no evidence of Russian involvement has emerged.
The incident is part of broader regional concerns over undersea infrastructure security since Russia’s 2022 invasion of Ukraine.
