Manitoba launches inquiry into $79M overrun on Winnipeg police HQ, probing financial decisions and accountability.
A public inquiry in Manitoba has launched to investigate cost overruns and accountability issues surrounding the Winnipeg Police Service headquarters, which went $79 million over its $135-million budget in 2016.
The $2.3 million probe, led by commissioner Garth Smorang, will examine financial decisions and the purchase of a former Canada Post building, with former officials including mayor Sam Katz expected to testify.
It follows a civil court finding that former city chief administrative officer Phil Sheegl accepted a $327,000 bribe, a claim he denied, and a court of appeal ruling that labeled his actions “disgraceful, unethical behaviour.” The inquiry, which will not revisit settled court matters, is split into two phases, with the second focusing on financial records, and is expected to conclude by June 2026.
