The project, backed by a 20-year lease for 83 hectares of Crown land and waters, includes plans for a 40-hectare floating pen to house belugas and orcas possibly imported from Marineland Antibes.
Though proponents cite low-risk assessments, federal approval is pending, and the fishers, representing about 140 operations, say they were surprised the project advanced without adequate consultation.
