Coroner Alexandra Cunninghame determined the death was preventable, as the man had sought advice from police and a manufacturer but was not directed to the New Zealand Defence Force’s explosive ordnance disposal unit.
The explosives, a high-strength emulsion type, had become unstable over time.
Authorities later safely detonated the remaining material.
The coroner urged police to ensure all officers know to contact the Defence Force’s bomb squad in such cases, and police confirmed they are updating protocols and creating a digital guide to improve responses.
