U.S. allows sale of diluents to Venezuela to support interim leadership and oil exports, following Maduro’s capture.
On February 2, 2026, the U.S. Treasury’s OFAC issued General License 47, authorizing the sale of U.S.-origin diluents to Venezuela, complementing earlier sanctions relief for Venezuelan oil exports.
The move supports U.S. efforts to engage Venezuela’s interim leadership, reduce adversarial influence, and advance economic interests while maintaining targeted sanctions.
The license permits certain oil-related activities, including transportation and commercial swaps, but excludes upstream investment, gas, critical minerals, and transactions with Russia, Iran, North Korea, Cuba, or China.
Payments to blocked entities must go into U.S. Treasury accounts, and reporting requirements apply for oil exports outside the U.S.
The authorization is part of a broader strategy following the January 2026 capture of former President Maduro.
