South Dakota’s mother-infant program lets qualifying incarcerated mothers live with their babies in prison, boosting family bonds and reducing recidivism.
Since 2022, South Dakota’s Mother-Infant Program has allowed qualifying incarcerated mothers to live with their infants in a dedicated house at the Pierre women’s prison, aiming to strengthen family bonds and improve rehabilitation.
Participants, who must be on minimum custody, have 30 months or less left on their sentences, and be serving time for nonviolent offenses, receive parenting and life skills training.
As of 2025, 17 women have taken part, with 10 released and none returning to prison—far below the state’s 40% recidivism rate.
A second facility is nearing completion in Rapid City, and officials view the program as a promising model for reducing recidivism and supporting family unity during incarceration.
