India's ECI rules PRCs from specific officials valid for voter rolls, rejecting others amid court scrutiny.
The Election Commission of India has confirmed that only Permanent Resident Certificates (PRCs) issued by specific authorities—such as District Magistrates, Additional District Magistrates, Sub-Divisional Officers, and Kolkata Collectors—under West Bengal’s 1999 guidelines are valid for the Special Intensive Revision of voter rolls.
Certificates from elected representatives or Block Development Officers are not accepted.
The ECI emphasized strict adherence to these rules to ensure electoral integrity, countering claims from the Trinamool Congress that the move excludes legitimate voters and from opposition parties that certificates were issued unlawfully to include undocumented migrants.
The issue remains under scrutiny by the Supreme Court.
