A North Dakota group has gathered about 12,000 signatures in one month toward placing a constitutional measure on the November 2026 ballot to provide free breakfast and lunch to all public K-12 students, with nonpublic and tribal schools also eligible.
The initiative, backed by strong public support and volunteer engagement, aims to guarantee universal school meals, funded by the state’s Legacy Fund if the Legislature does not act.
Current data shows 66% of students eat school lunch and 31% eat breakfast, with over 31,000 receiving free lunches in 2024–25.
The program would cost an estimated $44 million in 2024–25, rising to $65.7 million by 2027–28.
A similar legislative bill passed the House but failed in the Senate, prompting the constitutional route to ensure voter control over the policy.
