Alberto Castañeda Mondragón, a 31-year-old Mexican immigrant, says he was severely beaten by ICE agents during his January 8 arrest in St. Paul, Minnesota, suffering eight skull fractures and five brain hemorrhages.
He alleges unprovoked violence, including being struck with a steel baton and beaten again in detention, with medical staff disputing ICE’s claim he ran into a wall.
A federal judge later ruled his arrest unlawful and ordered his release.
The Department of Homeland Security has not responded to requests for comment, and it remains unclear if body-camera or security footage exists.
