UN rights agency faces crisis as funding cuts force major operational reductions.
UN human rights chief Volker Turk warned on February 5, 2026, that his office is operating in "survival mode" due to a $400 million funding shortfall, citing sharp declines in voluntary contributions from major Western donors, including the U.S., France, and Britain.
The cuts have forced the agency to reduce monitoring missions to less than half of 2024 levels, cut staff by 300, and scale back operations in 17 countries, including Myanmar, Colombia, and Chad.
Programs on war crimes investigations, gender-based violence, and LGBTIQ+ rights were slashed by up to 75%.
Turk stressed that underfunding enables human rights abuses to go unchecked and undermines global accountability, despite continued critical work in conflict zones like Ukraine, Gaza, and the Democratic Republic of the Congo.
