China grants Hainan residents and workers a 10,000 yuan annual duty-free shopping limit on everyday goods.
China has launched an immediate zero-tariff policy for residents of the Hainan Free Trade Port, eliminating import duties, VAT, and consumption tax on eligible daily goods purchased at designated stores.
Eligible individuals, including local residents and overseas workers with valid permits, receive an annual duty-free shopping quota of 10,000 yuan ($1,437) with no purchase limits.
The policy covers food, beverages, household items, personal care products, and maternal and child supplies.
It supports Hainan’s goal of high-standard economic openness, boosting consumption, tourism, and trade.
Since the island-wide customs operations began in December 2025, offshore duty-free sales rose 44.8% in January 2026, and over 10,000 businesses gained zero-tariff eligibility, with imports up 38.9% year-on-year.
