A second wrongful death lawsuit has been filed against BIA officer Evan Parisien over the December 2024 shooting of Jordan Ray Parisien on the Turtle Mountain Reservation.
Filed January 30 by Constance Wilkie on behalf of Jordan’s daughter, the complaint alleges Parisien assaulted a woman off-duty in summer 2024 with no disciplinary action from the BIA before fatally shooting Jordan, who was seated in a vehicle with arms at his sides and no visible weapon.
Bystander video shows no weapon or threatening movements, contradicting the BIA’s claim that a loaded handgun was found under Jordan’s body.
The suit alleges failure to de-escalate, breach of duty, and improper use of force, seeking damages for emotional harm and lost support.
The case follows the dismissal of a prior lawsuit by Jordan’s father, whose reason is unknown.
The BIA has not commented on the off-duty incident or response.
