The EU agreed to a €90 billion loan to Ukraine, starting April 2026, with Hungary, Slovakia, and the Czech Republic opting out.
The European Union has agreed to lend Ukraine €90 billion, of which €30 billion will be used for budget support and €60 billion for defense.
The loan will be issued through joint EU debt and disbursed beginning in April 2026.
Slovakia, Hungary, and the Czech Republic have chosen not to participate and are not required to pay.
To ensure that non-participating states are not burdened financially, the EU will pay interest costs out of its budget.
