The UK is introducing supermax-style prisons for the most dangerous inmates, following violent attacks by extremists like Hashem Abedi, brother of the Manchester Arena bomber, who allegedly threw boiling oil and used homemade weapons on prison officers.
In response to a review by Jonathan Hall KC, the government will implement a tiered system with stricter isolation, inspired by U.S. supermax facilities, where the most dangerous offenders may be confined for up to 23 hours a day.
The reforms aim to limit legal challenges based on Article 8 of the ECHR, which extremists have used to contest separation measures, and strengthen staff safety, intelligence, and operational authority.
While no final details have been released, the changes are expected to be considered during the next Spending Review.
