A large-scale Russian attack struck Kyiv, Kharkiv, Odesa, and five other regions, using 450 drones and 70 missiles to target energy infrastructure. The assault disabled heating and power systems, leaving over 1,170 residential buildings in Kyiv without heat or electricity during extreme winter conditions, with temperatures dropping to -23°C. In Kyiv’s Darnytsia and Dnipro districts, a damaged heating facility caused widespread outages, prompting the city to deploy mobile boiler houses and emergency heating points in schools and public buildings to shelter affected residents. Ukrainian officials described the strikes as a deliberate effort to inflict hardship on civilians.
