A police officer testified that he connected a suspended deputy national police commissioner to a criminal cartel, relaying drug money, sensitive info, and messages.
Text messages from police officer Witness F reveal his role as a link between suspended deputy national police commissioner Shadrack Sibiya and alleged members of the “big five” cartel, a criminal network accused of drug trafficking and violent crimes.
The Madlanga Commission heard that Witness F relayed delivery instructions for illicit funds, known as “impalas,” to Sibiya’s address, shared sensitive police information—including details about a cash-in-transit case in Limpopo and the death of Eswatini’s deputy commissioner—and facilitated communications between Sibiya and cartel figures like Vusimuzi “Cat” Matlala and the late Jonathan “Mswazi” Msibi.
He also passed messages to businessman Steve Motsumi, described as “very dangerous,” and claimed a WhatsApp message about firearms came from Simpiwe Mabuza, nephew of the late deputy president David Mabuza, despite saving the number as “Comrade DD Mabuza, deputy president.” The evidence suggests ongoing coordination between high-ranking police officials and criminal networks.
