Authorities say the drugs were found in suitcases in a truck during a traffic stop linked to a suspected drug transaction.
Both men, with prior criminal records including homicide convictions in Puerto Rico, pleaded not guilty and were remanded to jail.
Prosecutors seek to upgrade charges to drug trafficking, and the investigation continues.
