New Hampshire state officials learned in early January 2026 of federal plans to convert a 43-acre warehouse in Merrimack into an ICE detention facility, according to documents obtained by the ACLU of New Hampshire.
The U.S. Department of Homeland Security submitted formal applications to the state’s Division of Historical Resources, seeking approval to renovate the site at 50 Robert Milligan Parkway into a facility with holding cells, medical areas, and security upgrades.
Despite repeated requests, ICE has not publicly confirmed the project, citing a “heightened threat environment.” The state determined the project would not impact historic resources, ending further consultation.
