The policy, allowing deportations with as little as six hours’ notice and relying on diplomatic assurances, faces legal challenges over insufficient time for migrants to contest risks of persecution or torture.
While the Supreme Court recently allowed the policy to proceed temporarily, the appeals court suggested narrowing the injunction to four named plaintiffs.
