Led by the Atlantic Companies, the project, funded by city-backed tax incentives, aims to ease housing costs for first responders, teachers, and nurses.
The site, once industrial, will include demolition of three storage tanks and is expected to be completed by late 2027.
The city anticipates increased tax revenue, with $140,000 annually directed to schools, and is working with Norfolk Southern to improve traffic and infrastructure.
