The ringleader, Hao Chen, was arrested and held in New York.
The operation, active from 2021 to 2025, used fake licenses via straw ownership to exploit Oklahoma’s medical marijuana program across at least 20 facilities in Oklahoma and seven other states.
Authorities uncovered a network of shell companies, money laundering, and international transfers, with an 18-count indictment returned in November 2025.
The investigation, dubbed Operation Blunt Force, is ongoing.
