BMO fined $4M for wrongly charging fees to 101K customers despite waivers, FCAC says.
Canada’s Financial Consumer Agency fined Bank of Montreal $4 million for incorrectly charging customers monthly fees on discounted banking plans between 2010 and 2024, despite waivers or reductions being in place.
The errors affected 101,091 customers, including newcomers, students, Indigenous clients, and those in a home financing promotion.
The agency cited inadequate fee disclosures and weak internal controls, noting BMO failed to act despite over 500 complaints.
The bank reimbursed over $3 million and donated $600,000 for unrecoverable amounts.
The penalty, announced February 2, 2026, is the second-largest ever issued by the FCAC.
