Naomie Cesar has opened a new event venue in Thorold at 1644 Merrittville Highway, expanding her business Bel-Air Party Rentals and Decor from pandemic-era table and chair rentals into a full-service space for weddings, birthdays, and community events. The venue includes a women-focused social club and plans for events like an International Women’s Day market and karaoke nights. Cesar, who previously owned an Afro-Caribbean store in Welland, says the space was inspired by community demand for a place to celebrate cultural and personal milestones. The venue is now open for bookings and community use.
