Azerbaijan amended Nakhchivan’s constitution to centralize power and affirm its sovereignty, passing changes on Feb. 2, 2026.
Azerbaijan has approved constitutional amendments to the Nakhchivan Autonomous Republic, removing references to the 1921 Moscow and Kars treaties and reaffirming Nakhchivan’s status as an integral part of Azerbaijan based on post-independence laws.
The changes strengthen presidential authority, including appointing local leaders, dissolving the Supreme Assembly under certain conditions, and shifting the Cabinet of Ministers under direct presidential control.
Election schedules, session rules, and legislative procedures were also revised to centralize oversight and modernize governance.
The reforms passed in a second parliamentary reading on February 2, 2026.
